Greece's Development Law 4887/2022 and strategic investment fast-track: 2026 calls and how they work

Four 2026 Development Law calls each have €150m, split between tax exemptions and grants/leasing/employment aid; the agri-food call is open until 30 November 2026.

Coverage: Greece · Data as of: Codified call decisions and ministry portal checked 18 Oct 2026 · 709 words

Eligibility, aid intensities and evaluation criteria are set in the call decisions and in EU state-aid rules (GBER, Regulation 651/2014). The decisions prevail over this summary.

The 2026 calls (as published)#

The Ministry of Development's General Directorate for Development Laws and FDI publishes the call decisions, their amendments and codified versions on its calls for investors page. The figures below are from the codified texts as in force on 18 October 2026.

Codified texts (Greek PDFs):

Applications are filed electronically through the state-aid information system, OPSAN. The decisions state that evaluation starts after the submission deadline. Results are published on the ministry portal as provisional and then final ranking tables, and objections can be filed within set deadlines.

The same portal also lists a 1st call under a separate aid scheme for dual-use investment projects in defence and vehicle and aircraft manufacturing. That scheme was created by Law 5246/2025 and amended by Law 5297/2026; it is not a Development Law scheme.

Separately, Law 5338/2026 (ΦΕΚ Α' 159/05.10.2026) creates an annual FDI incentives regime for non-domestic capital. See the FDI incentives note. That regime is not a Development Law 4887 scheme; its first ministerial call had not been published as of 19 October 2026.

Aid types under the Development Law#

The aid types named in the 2026 calls are:

  • Tax exemption: relief from income tax on profits, up to an approved amount.
  • Grant: a cash subsidy towards eligible investment costs.
  • Leasing subsidy: support towards the cost of equipment leasing.
  • Employment-cost subsidy: support towards the wage cost of jobs created.

Aid intensity depends on region, enterprise size and the GBER regional aid map. For large investment projects (eligible cost above €50m), the Large Investments decision applies 100% of the maximum regional aid intensity to the part of eligible cost up to €55m, 50% to the part between €55m and €110m, and no aid to the part above €110m. We do not compute illustrative aid amounts.

Strategic investments (Law 4864/2021)#

Separately from the Development Law, Law 4864/2021 (ΦΕΚ Α' 237/02.12.2021) offers a strategic-investment track. Enterprise Greece's legal framework page and the ministry's strategic investments page describe it:

  • Classification. The Interministerial Committee for Strategic Investments decides whether a project qualifies.
  • Licensing. Licensing is coordinated centrally by the General Directorate for Strategic Investments, which acts as a one-stop shop.
  • Deadlines. Article 9 of the law sets a 45-calendar-day deadline for issuing each permit or approval, including spatial-planning permits. The clock starts when a complete file is submitted to the General Directorate for Strategic Investments. Time taken to provide additional documents requested by the administration is not counted. Environmental terms approvals follow separate deadlines under Law 4014/2011. If the deadline passes without a decision, competence passes to the Minister of Development, who must issue or reject the permit, with reasons, within one month (law text, Greek PDF).

The categories, criteria and incentives are set out in the ministry's summary (PDF).
